Casey Pieterson is an independent management consultant with over thirty years of public sector experience in social services and health care. Now retired, he remains interested in part-time consulting and providing advisory services in areas of project management, business process improvement, best-practice research, survey design, group facilitation, stakeholder consultation, and organizational change management.

He has assisted government and public organizations in assessing their business needs, effectively involving stakeholders in transformation and developing and deploying successful improvement strategies. He is skilled in planning and managing complex and sensitive projects and approaches every assignment with energy and passion. He achieves lasting results by applying established methodologies while developing strong working partnerships and sustaining positive stakeholder relations.

Examples of some recent work assignments are:

  • Project Director - Led the development and stakeholder reviews of a major government business case for an enterprise social services case management system. Project managed the resource planning and ramp-up of project activities including staffing, vendor procurement, planned and provided overall project leadership during a transition period of several months, developed stakeholder communication and presentation products, delivered stakeholder presentations and developed performance reports for executive steering committee decision making. Led project change and communication activities, development of case management models and business requirements, business continuity planning, staff training and benefits/performance measurement.

  • Project Manager - Led a review of the transfer payment business cycle for two government ministries. This involved an analysis of complex budgeting and reporting processes with stakeholder groups at various levels inside government and with transfer payment agencies. Deliverables included documentation of current business processes, research and a jurisdictional review and recommendations concerning business improvements. This analysis formed the basis for a detailed business case for new technologies to improve business processes.

  • Team Lead / Business Integration Specialist - Developed change management, communication management and risk management strategies for a major government health care technology initiative. These complex and highly conceptual deliverables provided the framework for detailed project planning.
Casey began his career as a child protection caseworker and supervisor before assuming responsibilities for technology and information systems in a Children's Aid Society. He has managed IT for over 15 years in the Child Welfare sector in Ontario, employing a collaborative approach involving service staff and management. Casey has completed IT strategies / plans and led the design and successful implementation of major technology initiatives with the goal to improve case work management, service delivery, organizational decision making / performance and accountability. As a Functional Manager in Ontario's Child Welfare sector he:
  • Developed three (3) comprehensive IT strategies.
  • Designed, developed and managed the deployment of an enterprise "packaged solution" for social work case planning and management including case records documentation and statistical reporting for internal use and to government for funding.
  • Designed and managed deployment of a Court Services Tracking and Administration System.
  • Managed deployment of Financial and HR/Payroll systems.

These systems were essential supports for the organization as it coped with substantial increases in service demand and growth.

Casey holds a Bachelor of Arts in Psychology from the University of Western Ontario and a Masters in Social Work from the Wilfred Laurier University. He is a certified Project Management Professional as designated by the Project Management Institute.

ONTARIO'S POLICY FRAMEWORK FOR CHILD AND YOUTH MENTAL HEALTH: The Ministry of Children and Youth Services (MCYS) has developed a policy framework to provide strategic direction for ongoing improvements over the next decade. The framework applies to all Ontario children and youth up to age 18.
